The Swedish international joined Toulouse in 2006 from Brondby IF and he has done extremely well for the French side netting 22 times in 34 appearances for the club. He may not be as skillful as Berbatov but it does appear that he does have a good eye for goal.
If Spurs did manage to squeeze £30 million/£35 million out of United for Berba, then not only would they be making a big profit on him but even with the purchase of Elmander the Londoners would have plenty of funds to start rebuilding their defence.
